What Is IRP Registration?

The International Registration Plan (IRP) is a cooperative agreement among the 48 contiguous U.S. states, the District of Columbia, and most Canadian provinces. It lets a commercial carrier operate across many jurisdictions on a single set of apportioned plates and one cab card issued by its base jurisdiction. Instead of registering separately in every state you run, your fees are divided based on the miles you travel in each — one registration, one renewal cycle, full interstate authority.

Montana Registration Services is a professional filing service. We prepare and submit your apportioned registration, coordinate your plates and cab cards, and keep your fleet organized under one account — so you can keep your trucks moving.

Do You Qualify?

Does Your Fleet Need IRP?

Your vehicle generally needs apportioned IRP registration when it meets these conditions:

Operates in two or more jurisdictions — your trucks cross state or provincial lines under the International Registration Plan.

Gross vehicle weight over 26,000 lbs — or a power unit with three or more axles regardless of weight.

Used for commerce — the vehicle transports goods or passengers as part of your business.

Combination units — tractor-trailers and combinations exceeding 26,000 lbs combined weight qualify for apportioned plates.

Not sure whether your operation qualifies? Call (406) 540-6801 or send a fleet inquiry and a specialist will help you confirm — no obligation.

Montana carries one of the lowest base registration fees in the country. Basing your apportioned fleet here can meaningfully reduce your annual per-truck cost — see your estimate in the calculator.

No Montana state sales or use tax

Montana has no general sales tax, so acquiring and titling equipment through a Montana structure avoids the sales or use tax many states apply to commercial vehicles.

IRP Registration FAQs

The International Registration Plan (IRP) is a cooperative agreement among the 48 contiguous U.S. states, the District of Columbia, and most Canadian provinces. It lets a commercial carrier operate across multiple jurisdictions on a single set of apportioned plates and one cab card issued by its base jurisdiction, with fees split according to the miles traveled in each member jurisdiction.
Generally, yes if your power unit travels in two or more IRP jurisdictions, is used to transport goods or passengers for commerce, and has a gross (or combined) weight over 26,000 lbs or three or more axles. If you only operate within one state, IRP may not apply — contact us and we will help you confirm.
IRP requires an established place of business or residence in the base jurisdiction. Many carriers work with a Montana structure to establish that base. We help you set up the entity and address so your apportioned registration can be based in Montana correctly.
Typically your vehicle title or proof of ownership, VIN and weight details for each unit, mileage records by jurisdiction for renewals or transfers, a signed application and fleet signature page, and a notarized Power of Attorney if we file on your behalf. We send you a simple checklist so nothing is missed.
Your base jurisdiction calculates apportioned fees using the percentage of total fleet miles traveled in each member jurisdiction, applied to that jurisdiction's fee schedule for your registered weight. New fleets without mileage history use an average-per-vehicle-distance chart. Our calculator gives you a marketing-grade estimate to plan around.
A cab card is the credential carried in the cab that lists the jurisdictions and registered weights your apportioned plate is valid for. It is issued alongside your plate and must be kept with the vehicle.
Timelines depend on the base jurisdiction and how quickly documents and mileage records are provided. Once your account is set up and paperwork is complete, we move your filing forward promptly and keep you updated on status.
Yes. Whether you run one truck or a nationwide operation, we manage your apportioned registrations under one account and process supplements when you add units, change weights, or rotate equipment.
